It seems you had been using the plugin before runtimes were installed, so AIMP may be disabled the plugin due to loading failure.
To fix this, close AIMP instance, open "AIMP.ini" file within "[your-AIMP-installation-directory]/Profile" directory, search and delete these lines (it may differ from your file, but should look similar):
[Plugins]
aimp_floating_lyrics.dll=0

[Plugins.CachedInfo]
aimp_floating_lyrics.dll=0|||||1552900961

Try launching AIMP after that, plugin should work now.

 I get answers.It conflicts with another plugin I am using. 【AutoLyric6.3.0_setup.exe】

Sorry to have caused you so much trouble.
I think I'll stick with "AutoLyric6.3.0_setup.exe" or another "AimpDesktopLyricsCpp.zip" plugin, as it's simple and easy to use.
It is very user-friendly for beginners.
