Keep Panels Lock In Place

may i ask a simple question?

im working on a skin and i need to keep a container in that specific place without the user to be able to move it....
i use pin setting of context menu but thats not permanent on skin modify the setting change to default, anyhow i tried everything and cant find a solution, anyone who can enlight me will be apriciated!
