Chapter waveform timestamps are almost invisible, in maximized window invisible at all.

What accent color is set up in your case?

Is it original Charm skin? Default looks differs on my side (it has more contrast colors for same accent)

Yes, Charm 1.43.
My first screenshot was with default 100% scale. Same as yours here when scaled to 200%:

Besides, the visibility of the vertical line depends on where it falls on the graph. It may appear when there is almost no sound and then it cannot be seen.

Two things maybe:
1. The vertical lines would be of constant height, the height of the entire sound wave
2. Their color would be different depending on the progress on it:
- when the progress bar covers the timestamp, it will be the color of the uncovered bar (the bright one)
- when the progress bar does not cover the timestamp, it will be in the accent color
