The setup file is identified as a risk because there is two Antivirus program reports the same item.

"Sanctions" from the antivirus manufacturer. Other antiviruses may borrow other people's results or false positive heuristics.  Tell manufacturers if you use their products.
In particular, you see that one detection is from AI. These algorithms are being actively developed, but even in the future, it is impossible to exclude the erroneous opinions of the computer, as well as people.
